I thought Nian was "small" and Shu was "flat", but I could be wrong of course
Nian's actually fairly big, the artist just has a habit of drawing her with either her clothes or her arms making it hard to see.
This is the same artist whose work also led people to believe that Lappland was fairly flat until her official figurine showed otherwise, so they clearly have a habit of downplaying chest size.

These look at least average to me, definitely wouldn't call them small. Granted, I haven't seen much official art of Shu, but she's not flat either if this is to be believed.
Also I do not believe it took a figurine to convince people Lappland wasn't flat. Her breasts are clearly visible in her E2 and they look no smaller than Nian's.
Her first art arguably is the clearest, but the stiff fabric of her jacket is still in the way so it can be hard to tell the exact size (I tried to approximate it).
Her second art has a rather awkward pose, but it's still clear that her chest sticks out quite a bit if you draw a line between her stomach and her shoulder for comparison.
Her third art has the hand and the fan partially blocking the curve, but if you look closely you can see that her chest sticks out from behind the fan.
Mind you, she isn't exactly huge, especially compared to some operators, but it's pretty clear that she's got a respectable chest nonetheless.

It seemed to me like a lot of people saw Lappland's first art where the jacket is fully closed, took it as proof that she was flat, and then simply didn't pay close enough attention to her second art to realise that the first art was deceiving.
