After seeing the trailers of Gaiden I was kinda hoping this really was Amber only to later learn this was a illusion a Syndicate Contractor conjured up to fool Hei into thinking "He (The random Contractor) was Amber." Looking at the wikia it looks like his name is Shichi and his ability is Mental Manipulation.
