Her feet look misshapen and she appears to have no elbows. Her facial expression is dull and generic like something traced from a "how to draw manga" book. Also, it looks like the artist expended more effort shading the water and the hat than the rest of the image combined.
Overall, I'm not sure this was bad enough to deserve the poorly drawn tag, but it's not great. This artist is definitely capable of better.
