People make big deals out of everything. If it's incest (anything not just k x s) they will make a big deal out of it. And if it's not they will make a big deal out of that too

They don't make a big deal about it not being incest, they make a big deal about them not being related by blood.

On that note, by the way, the legal definition of incest still includes step-siblings not related by blood, so... either the manga-ka is ignorant, or is assuming (rightfully so) that most of the target audience is.

Don't you know how common it is for the whole step-sibling H scene thing is? REALLY common. Ignorance has nothing to do with this.
"We're step siblings so its not incest" is a phrase that gets said more times than I can count. Legal definition be damned.

Legal definition? In the US some states consider step-siblings sexual relationships as incest, but some other not.
In my country, there is no problem at all with step-siblings getting married. (but of course, there is problem with real siblings getting married)

On Sweden, even half siblings can get married!

So just because in some US states think step-sibling relationships are incest, does not mean that is the legal definition in the entire world.
