Brook can drink, eat, burp, fart, poop, sweat, cry and many more things that should be impossible for a living skeleton, so odds are he can drown too.

He only does that because he forgets he's a skeleton, drowning is also something like that (or simply a deactivation of his power, which actually makes him dead).
