Against my better judgment and evidence, the conclusion reached by myself and others is that this character must be Okabe Rintarou.
Points of similarity: Possibly carrying Dr. Pepper with his groceries; Strange authority figures getting his attention; The hairstyle, even with the strands up in front.
Incomprehensible points: Why is Okabe being stopped by two G&K commanders? Did... Did the artist predict the goddamn Girls' Frontline Neural Cloud crossover?

I do support that this is Okabe, however I can't be completely sure how the times relate. Steins;Gate does have some militaristic elements in some instances, especially if we relate it to that point which are extremely similar to GFL. Won't go into spoiler territory, but this kind of makes sense if you know the series. It's just the timeframe of events differ too much for me to be completely sure about it.
