I can only imagine why they never aired, or canceled the show when Kids WB(now known as CW) showed episodes of this. Anything in bikinis, i doubt 4kids would show this episode to kids.

it never aired in america at any time. It was part of Stream which was never released outside of japan or ever subtitled

Until just recently. Fansub group Hi-C is subbing the Stream episodes.
