Honestly thought it was referencing the "You see, Ivan" video.
The "You see, Ivan" video is itself based on the exact same glitch (having a character animate like they're holding one weapon while rendering another) happening in a different game, so while this picture may not be a direct descendant to that video, you could still see it as a "sibling" of sorts.
