The only thing i can think of is abilities wise instead of power-wise. On the power scale, Yuuka is high. But her abilities are nothing to write home about. Aya is also pretty top tier, but her abilities pretty much include wind power and super speed.
As Tetsamaru said. Yuuka might be strong physically, preferring to smack people around, she is quite weak otherwise, since others like Yukari and Yuyuko can simply kill Yuuka off without doing anything.
I can't talk about danmaku, since it's...what prevents them from killing each other off, anyway.
I wouldn't dare to say that power to control flowers and making body double while shooting master spark x2 are weak though....
Her only weakness is her speed!!
Mmm...controlling flowers. What can flowers do? For body doubles, Youmu can do the same with Myon. Shooting Double Sparks, Marisa can do that too. Oh, and Yorihime can reflect Double Sparks.

You never saw bamboo have you? Besides I thought she controls ALL plants not just flowers.

A LOT... LOT of people make the FATAL mistake of underestimating the potential of the power over plants. Similarly, the same people overestimate the power over darkness. (But I wont get into that ...unless someone says, 'omg, darkness rules, owns everything always', or otherwise 'encorages' me to say why) Anyway, control over plants, well, you control the medicines, and poisons, and the food. But that's more indirect/long range effects. If you want something fast and effective...

People overlook it? If it's on normal is the regular Master Spark, and if it's on Lunatic it's the Final Spark (I think). I'd consider canon since it's from ZUN himself.

Final spark I remember... that was in SWR as well...

Also; didn't Yuuka create Mugenkan?

Guess who else has superior Magic. Mima, and shes human(ghost but close enough). What i'm stating is that her abilities COMPARED to some of the other hax characters arent anything to write home about.
I like how some people reduce touhou powerlevel discussions to ability vs ability. Just so you know nowhere was it said that Yuuka had the ability to make flower suddenly grow or bloom out of nowhere like you often see in doujin. All she can do is make flowers bend toward the sun. Although poetic, that's not an ability one would rely on in battle, and for this reason some prigs came to believe she's weak. Tell you what, why would Yuka need a gimmick ability when her raw strengh and lazor power are going off charts ? Also, she's got the Ultimate Magic at the end of Mystic Square so if you want to add some herpderp hax power to her already hax stats, there you go.
Does that help you tell which of two touhous is the stronger one ? No it does not. Yuuka is an extremely strong touhou, that' all there is to know.
