Most youkai get stronger as they get older, and Tewi is in probably the White Hare of Inaba herself, making her at least 3,000 years old. Add to that the fact that her power is good luck, a power at least as gamebreaking as manipulating boundaries, then reading minds, speaking to the dead and throwing miniture suns is not going to be enough.

It doesn't matter how much power you have over good luck. Karma WILL get you back eventually.

Youkai may get stronger with age, but there's also a little thing called "winning the superpower lottery" - some people get a massive headstart on what power they have. Starting the race with "nuclear fusion" as your superpower kicks the crap out of starting with "you're kind of lucky" and moving up to "really lucky" after a few thousand years.
2.) Luck isn't just about dice rolls. It's fundamentally based on probability, which involves any number of variables. And considering how many events tend to start with something small, you wouldn't need alot of influence to really ruin someone's day if you can press the right metaphorical button at the right moment.

Do you think Tewi has to be the one to suffer for her pranks for karma to be satisified or do you think such a concept really cares who is the butt monkey for her deeds? Some people just seem to go from one bad end to the next, while others just coast by. Do these people cancel one another out?
If you want to say that Tewi's ability is one that manipulates karma, then her bad deeds would naturally be reflected onto someone else. What's more, an influx of good luck is created, and who better to suffer this boon than Tewi herself?

Which is exactly why she needs to keep the heat off her - her skill has to wait for the right moment to really be effective, and if the sequence of events is a pack of angry hell beasts with nuclear fire coming down on her, her luck power is going to run out of juice really fast.
Tewi's much better off just using her powers shifting the focus off her and onto someone else (read: Reisen) and waiting for a chance to capitalize rather than directly confronting problems.
In that event, Tewi would hop to the side as the nuclear fire came down on top of the angry hell beasts. :b
You seem to have missed the point. The catalyst for any event is usually very small. Hence the button metaphor. Not every button need be pressed. Just the one that actually matters.
