Nico Nico Douga commenters often tend to write it/tag it as "Jaoooooooooooooo" - fourteen os. That's the version that seems to turn up the most (read: any) results on the site and pulls quite a few hits on search engines too.
Do the M-1 DVDS have a subtitle/caption track? That'd be an easy way to confirm the truest jao of all. I sort of doubt there was such a thing, though.
I thought I had seen something like that, but was probably mistaken. What isthis actually? A version with Chinese fansubs? Not like I understand anything of it, but the absence of katakana and hiragana is suspicious.

Tiered translation_request tags would be nice. For example, anybody who would like to see something translated would change the tag from translation_request_x to translation_request_x+1
Nah, that would only encourage vandalism of the tag. A better solution IMO for integrating translation demand would probably be something like a bounty system: Users could spend some rationed amount of 'points' on an image to add to it's bounty. Points which could be spent on brownies, or whatever.
Of course, having written that, I can consider all sorts of extra problems: crappy T/L leading to T/L approval sytem leading to bounty defaults, dealing with multiple editors, rewarding people who go in and change one letter, etc.
It's a bugger, but comment bumps are probably as good as it gets for our system.

You delete the tag without translations = You get your ass kicked. You add more than one to the tag = You get your ass kicked. Sounds quite easy to me, but I don't know how much tags are being watched.
