I think it's a coincidence (or KyoAni was recycling character designs), as we DID see Sawako's bandmates all together at the reception.

If Himeko is the younger sister of Death Devil's bassist, Sawako must have wanted to put Himeko in her class in order to maximize the number of students she knows personally and doesn't need to memorize their names.

Himeko can't be the bassist's daughter, unless Sawako's bandmate got herself knocked up in primary school. Most likely she's a cousin or younger sister, if they're even related in the first place.

"Aunt and Niece" is what I'm thinking here.
