Yeah, it seems like the illustration is just a combination of all four of the original images (with emphasis on Japan.)

Also, I removed the Switzerland tag because the top flag isn't the Swiss flag (the colors are flipped for theirs.) It's more like the Red Cross's flag, if anything.

As the main image depicts the “Japanese version”, I’d say it’s supposed to be a pixelated Japanese flag.

Even though the source comic was out months before SC2, and is therefore based on the original StarCraft.
