According to (late) Kao Megura, it means something like Supreme King Flying Roaring Fist.

I love how Meiling is sleeping in her character portrait.

It's more that I don't play fighting games, or the Touhou games for that matter, so I never know when it's a technique that has an official name or something the author made up. In other words, meh.

Art of fighting went about playing on the Dragon vs Tiger dynamic, which these two represent.

Hong Meiling = Ryou Sakazaki. Meiling's motif is a dragon which is explained in her clothes. Ryou fights using the dragon style Kyokugenryu Karate.
Shou Toramaru = Robert Garcia. Shou's motif, as her name implies, is a tiger. Robert's fighting style is the tiger style of Kyokugenryu Karate.
