Hmm, so apparently the main story of Evangelion was originally set to take place in 2015-2016. Given that, I'm not sure why Misato would have and be able to use a 20-30 year old cell phone.

It could be just a case cover like this. Even if it's a real vintage phone, the last 1G Network was shut down in 2017 and 2G is still in use even now, so 20-25 year old phone could still be usable in 2015-2016.

Because it's a 90's vision of a post-apocalyptic 2015.

Since the apocalypse happened in 2000, there would be very little need for leisure technology advancements, and even worse global phone signal coverage.
That's partially why they're still using cars from the late 80s in the show.
