People come to the site primarily for anime-style art. While it's not a bad drawing, it's still far from the style people most want to see here.

In their standard, it was good enough. And nothing says your standard is the default standards. Stuff like this already existed, showing Danbooru accept this kind of "art" too.
Though yes, I do agree the overall quality isn't exactly the best either. Still not something to diss it.

Did you even open the source to see what other works from this artist look like to so arbitrarily conclude that all on your own? From what I see, there's another not clear whether or not it was making a character black skinned, another is of a character who was originally black skinned in the first place. Other than that, there are characters who was supposed to be Asian now European white, hairy white man with his husky, portrait of a friend who seems to be black in the first place.
In simpler words, the artist is in no way, shape or form seem to be obsessed with blackwashing.

As the artist clearly named this "Kochiya Sanae", it's more of an artistic interpretation to me. But yes, looks more like a girl wearing the costumes intead of anything else.
