According to this series, Youmu is young and inexperienced, but with great potential. In situations of undue stress she manages to access some of that potential.

I'd guess (somewhat baselessly) that she's only as weak as she normally is because Yuyuko pampers her, while Youki grew up in a more turbulent time that honed his skills.

I think it's more likely due to the fact Youki left long before he could finish the training. You can't exactly master something on your own, without the guidance of an experienced teacher.
