I wonder if this is still in Hungry/Gluttonous Nun's past arc? or is this in the "present"? (if this was the past, then the Zookepers were still around during the past. Wish we could now get a past arc in the Zookepers' side story..)

It is still in past, judging by how young Polar keeper and Seal keeper are here. In present day, Polar keeper is likely an adult and Seal keeper appears to be an older teenager.

Also Diva said this was going to be an arc spawning three weeks, and we just started the third week.

It's still in the past. Hungry mother is still young and you can spot the taped drawing of her baby Hungry Nun just tore apart.
