I think it's the angle, she's leaning forwards while Janus and Jervis are leaning back. Otherwise, her outfit is the same and comes down to the same point on her legs.
I really love that KC sticks to its principles and tries to make Javelin look like she is a J-class DD like the rest of her sisters, all wearing the same uniform on top of having a rigging that looks like a ship make one believe they are a believable naval force.

Yeah, she does appear to look older than her sisterships. Though, as halseyttk pointed out, Janus and Jervis aren't really standing up properly -- they're leaning back. If you look at both their CGs (post #3226136 and post #3618172) you can definately imagine them being the same height as Javelin if they were properly standing up. Also in this picture post #4474883 Jervis does look taller than what you'd expect her to be. Though she's the furthest character in the picture, if you were put them next to each other the top of Jervis' head would be around the same level as Warspite's breasts, which puts her (and by extension Janus) probably around the same height as a old child/young teen.
Also, Jervis and Janus appear to have chubbier faces, which makes sense has children have more fat on them which they lose as they go through puberty. Javelin's face on the otherhand is drawn quite similar to Nelson and Sheffield's which maybe why she appears much older than Jervis and Janus.
