I'm late on the uptake, but it's never explicitly said what Gardevoir or Gallade have for skin. They could have fur OR scales, but it's difficult to tell since they aren't shown to have anything along those sort of things in official art or descriptions. It's only "furry" in the sense that it's humanoid pokémon doing the dirty.
