Yukari probably hiding tails under her skirt is an old yet not common joke. Tagging Mamizou detracts from the irony dripping from this image imho.

I don't get why people change the tags when the date of upload indicates the character didn't exist when the picture came out.

Okay, I'm gonna explain what I meant there.

Someone had decided to tag this as futatsuiwa_mamizou around the time Ten Desires came out, when the picture itself came out ages before the game out. I decided to remove it, since it cannot have been made with Mamizou in mind, and made that comment. I'm not sure what you mean with that comment, so I'll just say that and leave it.
