Why would it?

She's a pyromancer, not a pyrokenitic. She can manipulate flames but her body temperature is still the same as when she drank the elixir.

Pyrokinetic = throwing fire around

ZUN probably doesnt even know the exact definition of a Pyromancer. He probably just chose something that sounds "Fiery".

If the Hourai Elixir freezes a person in a single state for all eternity wouldn't that also prevent them from forming new memories?

Probably it just locks them in one physical state, not mental. Either that or it regenerates the body indefinitely, like giving the recipient a controlled form of telomerase enzyme.
