It's a parody of a famous Higurashi no Naku Koro Ni scene where Rena Hyuuga(?, Female main character) screams "USO DA!" meaning, "YOU LIAR!".

"Usa" is a nonsense word Tewi utters, like a verbal tic. You can see how they can be interchanged and make for some wordplay.

Also USA = Usa isn't lost on the Japanese either.

If you're into Axis Powers Hetalia (A series about the personifications of various countries interacting with each other) you might see Alfred Jones (America's personification) accompanied by rabbits when he was a child. Or in fanart he might have rabbit ears.

Also it's funny when you consider that myth of the Rabbit on the moon.
