They were wearing wedding rings, and Eri referred to herself as Miorine's sister-in-law. There really isn't any other explanation! Unless Elnora was hiding another kid somewhere, and they had a whole romantic arc with Miorine offscreen.

It's not the VAs that were saying it, but the screenwriter himself. I think the guy who literally wrote the show would know whether or not his characters are romantically involved. Nevermind that they're literally seen together at the end wearing wedding rings. I guess they're "just good pals" and the rings are a total coincidence, right?
Apparently this is actually the third time Bandai has done this to him, the previous two times both being in Code Geass.
It was actually CC and Kallen, though I wouldn't be surprised there was more meddling besides that. CC's entire presence in the show was executive meddling, and Kallen was supposed to get more focus as Lelouche's love interest, even having the final words of the anime, but CC was given the final words instead.
This was repeated in the movies, with the canonically aromantic/asexual CC hooking up with Lelouche despite all the established reasons that wouldn't happen.
