I think the real question is, which is stronger. Fate or Luck? It's been implied that Remilia cant change the fate of something if its actually impossible(Winning againsts Reimu's plot armor). On the other hand. Tewi's luck powers dont guarantee anything, they just push the scale in her(or whomever's) favor.
