The safe assumption is that it's Ryouki since battle cards only contain playable characters, and Sadako was never playable as far as I could tell. Before all of the collab content was removed, if a costume of a character from another franchise was available but the character model wasn't, their battle card art would always show one of the shinobi girls cosplaying as that character, including having the same hairstyle, instead of the actual character.
Also, her head is pretty close to the top of the image, so the halo is probably just out of frame.
