Well, according to Destined to Witness, there was a half-chinese individual in the Wehrmacht paratroopers, Furthermore, there was a lot of interest on the part of the SS regarding Tibet.
While I have no citation for it, I read a different book that mentioned that a bunch of dead Tibetans in SS uniforms with green gloves had been found in Berlin at the end of the war - I don't know if it's true or not though.
I think Japanese have this sort of fascination for WWII because it was the last depiction of the All-Mighty Japanese Empire, which people often hold with pride.
Japanese are quite proud of the soldiers that went to fight in the Pacific and regard with great respect the sinking of their Imperial Battleship Yamato, which was believed that Japan would not fall to defeat as long as the ship remained active.
It's all about pride and honor.
As for depicting Hong Meiling in a Nazi uniform, I just think it's a personal choice of the artist. I really think that Nazi German equipment looks better than the Japanese ones. Also there is plenty of image sources or games about those.
As for my personal opinion, Meiling looks very good-looking. Although I arrived in this post because of the MP40.
This is a long shot but how about this: Weren't the SS considered kinda like Hitler's bodyguards? This could be a play on Meiling being the Guard of the SDM as the SS were the guards of the Nazi Party?

There was a pretty short time prior to the Japanese invasion of China (and well before Communism) where there was the Sino-German cooperation pact between 1920 to late 1930 which allowed many whereby Chinese soldiers were trained by the German military and were issued German equipment. Some Chinese soldiers also served in the Wehrmacht for a short period of time.
