how venti drinking alcohol, zhongli walks around liyue or drinking tea, they are out of order after they have solved their problems. Also hoyoverse has not given her an event where she does something, Ei does more to appear for only 4 minutes. it would be asking them to give more development to the character since it is very little importance when she comes to appear

I don't need Hoyoverse's excuse, I want a in-universe reason!
She's the fucking head of state, there has got to be a thousand things that need doing every day! Managing budget, resolving disputes between departments, punishing criminals, undoing the damages done by the Vision Hunt Decree - that sorta things.

I think that there it says that she is resolving export issues for the inazuma market, apart from seeing the house of visions removed and other things. Also this is a drawing where only miko and Ei spend time together, already in the game it's another roll. Kiddo.
