That's why gallows have that drop. The fall breaks the victim's neck, rather than just leaving them hanging there, choking. Of course, as you said, there are more effective methods of execution.

In a (badly done, long) hanging, the human neck isn't the one holding the weight, the human windpipe is. The human wrist can easily withstand the weight of the entire body, I'm sure the neck would have no problems.
The real problem with this idea as depicted is that the talons of the Natu would be supporting Kotone's entire body weight by either pulling on the skin or piercing the skull, both with very obvious deficiencies.
