Hm. I think Giant-Robot has the right of things for Okuu in the third panel. I think the translation should be closer to: "I forgot to wear my panties"

Poor Sakuya. That was *such* a good (if somewhat perverted) move to demonstrate her power and show she isn't to be trifled with... and it gets completely foiled because her opponent is an utter moron.
hmm... kinda makes sense, since OkuuPC runs at such a high temperature that she will almost always overheat and has to reboot herself at regular intervals, thereby losing all unsaved data. Satori should look into installing a Perfect-Freeze(TM) cooling system into her.
Look, it's pretty obvious. Okuu suddenly feels a draft, as the saying goes, and concludes it must have been because she forgot to wear them. Since the idea that Sakuya could've stolen them so easily is, up until panel 4, beyond her imagination.

And yet playable characters are "only" stage 4 bosses in IN. There's no point in starting power level discussions as far as Touhou is concerned, you're better off just accepting the fact that anyone can potentially defeat anyone. Most of PoFV wouldn't make sense if that weren't the case.

Not quite. Okuu actually doesn't even realize wether she's wearing or not from the beginning, or at least she forgot about it. After seeing Sakuya holding her panties, Okuu then tries to checks her underneath but she didn't know the one Sakuya holding was her's. Thus her reaction.
