I always thought that Cure White was more of a gym shorts type of girl... but based on Kasugano Sakura, that's a tiny bit of difference than panties themselves. Who knows.
It's not really censorship, most of the Cures -- not just White, Black and a bunch of the others do it too -- are just wearing bike shorts rather than panties.
