Argh, I used to like this series a lot, but either I'm forgetting characters, or there are new ones from after the anime series that I'm unaware of. Or are there aged down doubles here? (maybe young Konoka lying above Negi, young Setsuna to the left of Asuna, young Chisame to the left of standing Yue, and young Yue and Nodoka hiding behind standing Nodoka)? The dates seem to indicate some sort of time travel? I really didn't keep up with the story after the TV series.

If anyone who knows the series better can help tag characters, I'd appreciate it!

I actually just rediscovered the franchise and I believe you are correct in there being a dual-time element, as each older character (sans Negi) has a child that looks like them (that is, unless, the one sleeping in the bottom-right is young Negi, rather than young Asuna - but I do see ones for Konoka, Setsuna, Nodoka, Yue and Chisame)
