Best chance is as NPC mobs running in the in-game Japan Cup... Certainly not as playables unless American races become a thing in-game.

Even if Cygames managed to obtain the rights for those American horses, we'd still need to add a bunch of American races to justify their characters unless they decide to go full alternate history... Same goes for the likes of Sunday Silence or Seabiscuit.
As a side note, Dictus Striker was owned by the same company that owned Neo Universe so I think at this point it's less of a licensing issue and more of a retcon issue.
