You have to assume the prop is soft and flexible here for it to be safe to run without a cage. They make clip-on desk fans like that.

You missed out. About 9 years ago a Japanese manufacturer named Ensky made a little USB powered electric fan in the shape of a A6M type 52. It cost about 3000 yen at the time. It'll probably be a lot more if you can find it on the secondhand market these days, though.
