He didn't said that it was ???%, he said it was in his 100% that mob would be at her level, and that he couldn't answer who would win, then in my view, in this way they would be at same level of power, and i see their fight being exactly like his fight against Toichiro, but about ???%, in my opinion since One didn't said nothing about, i think he definitely would win, because his power in this forms is literally infinite, and he basically become a god in this form
