Eh, if it works... I mean, look at the text, it's a commission, so blackwashing Asian characters get him attention, and attention turns into money.
Sometimes, I just really feeling "Give up" on some "artists"... I despite these trends. Not gonna be -ist or anything but these kind of work really rubbed be very wrong way. But again, if some like it, I think we gonna have to give them credit.
It's really immature to downvote or even to think badly of an artwork simply due to an alternate skin tone. Vote with your opinion on the art, not based on your ideology.

Even the art is mediocre at best. 95+% of the art focus was the clothing, only less than 5% are Kaguya. No differential shading (yes, most of their upload are just like that), no crease lines on the lower garment despite there's some bulges here and there, no deformation of print despite the flaring on the lower part, unclear definition of positioning on her left hand (pictured in right side) because there's no distinction of plane, absurdly long legs compared to the upper torso? I'd rate it 3/4 at best from 10 rating scale.

"Mediocre at best" Yeah, okay That's not why people are downvoting it, and you know it.

Well, redtails says 'be objective' and I'm doing it. Based on my own values of art appreciation and looking past the race change. I won't question the uploader's values nor the artist's values, just stating that I don't like the art. The end, nothing to note about the downvotes and all.
Really, there is just 1 thing to really talk about here. And that is the expectation of what the character is supposed to be.
Kaguya Houraisan has her distinctive attire and look. Of which it is already based on what the original source novel describes of her appearance and the "ideal Japanese beauty". And her specific archetype of character is very set in how it's presented. For the artist to say "redesign" means to literally shove the entire character archetype in the trash because they deemed it unfit for the work the artist wanted to produce. It would be less offensive to some people to call it an original character drawn to the style of X character. Since you'd now be creating a new character and not trying to retrofit something else as the original.
Like, you can't replace Jackie Chan with George Lopez and Chris Tucker with Jim Carrey and still call the duo "Rush Hour". This works for Super Heroes because they're more so personas or concepts separate from the person in the suit sometimes. You ask, "who is Spider-man" and you can get many different answers because Spider-man is defined by his power and actions and not by the man in the suit.
But to me, what I'm looking at is just a character shoved into Kaguya Houraisan's clothes and not Kaguya Houraisan. To see this being called "chance to redesign kaguya" while doing nothing but change her skin as opposed to making a unique character that references Kaguya's motifs feels quite insulting.

Insulting to who? You? Why? You're reading way too much into one random artist's fanart. It'd be different if this was more Hollywood tonedeaf pandering, or Twitter artist "fixing," but it's neither. There's absolutely no reason for you to be "insulted." It has nothing to do with you.

Yeah, I see what you mean. A character you like being hijacked for stupid political reasons that the rest of the world doesn't care about.
