Well no. They would do damage. If the enemies weren't wearing raincoats. One of the things I find funny about Aqua being useless meme is she isn't useless, just a good majority of her enemies are water resistant like the frogs. Plus her intelligence does hinder as well. If we bumped her intelligence then water bullets could be really effective, we use high pressure water to cut metal so against flesh? Ouch. Plus she can heal herself and others so that's a boone especially in a war zone. Healing her squad without the need to waste precious supplies. So I would put her a combat medic in this world.

If you think Aqua is a useless goddess, go watch Saint Seiya (the anime, not the manga). At least Aqua make people laugh.
