Might be a tease for a future character. Has happened before.
My speculative guess is that she's a 1937J class DD sister of Otto, as they have similar horns atop their heads. This would be similar to how Janus appeared in official art with Jervis months before she was released. Does Otto mention any sisters in her lines?
So who is the (presumably) Iron Blood shipgirl with short purple hair, back-to-back with Bismarck?

Probably the originally intended design for Otto von Alvensleben. For some reason the artwork wasn't available in time for the event, so they substituted the current design, which was originally a (probably purple) U-boat. Explains why Otto's art and rigging look nothing like a DD, and why this is the first event to not have a purple gacha ship. A similar thing happened before with Manchester using a design that was supposed to be HMS Emerald.

That sounds very plausible. When I first saw Otto I thought she was a U-boat. Her default art has her underwater after all. Which is a shame if true; I'm a sub enthusiast, and the thought of a potential new sub lost in development sucks, even if she were to be purple rarity.
