Did the flagger even read the upload policy, I wonder? There are even pictures that are neither from Japan nor related to Japanese culture here on Danbooru. Even though they are rare approval cases.

If it's got good art and has nothing wrong in it and not any of the banned items then IT STAYS no matter who drew it or where it came from (except for copyrights).

I'm more disgusted that this type of flag was used for an image that was uploaded a year ago.

Not to mention that plenty of Japanese artists have DeviantArt accounts.

Better return the ability to flag images to janitors and up before things get out of control.

I'd say Priveledged and up, but I'd be considered biased. Seems to me one willing to pay to use the site probably knows better how it works anyway.
