probably because bismark zwei being its own thing rather than a retrofit, so maybe the feelings people gets are manjuu ditching retrofits to push out whatever factional version of yorktown II, since the II version aren't limited to UR

I think The Weaver's Omen implied that Elizabeth will get a second version instead of a retrofit (when she and Bismarck talk about the Type II rigging, she says that she'll "have to look into that as well").
