It's not official art. It literally says "tribute fanbook".

And? When have we ever said officially licensed art isn't official art just because it doesn't appear in game?

And I haven't removed the tag. I know the definition of official art. Nevertheless, in the sense Elmithian used, no it's not. Iroha, as presented in the game, is a (fluffy) stick, even if fanartists choose to depict otherwise.
