Yeah, that'd be fun... if it weren't for that agreement between overground & underground youkai to never interfere with each other's business. That's the reason Reimu & Marisa were sent (they're humans, of course) with a youkai-powered artifact to aid them.

here's the thing though: why the hell would they still adhere to a broken contract? they're prideful but they seem ready to break rules.

The best explanation is that "God... er, ZUN only knows".
Nevertheless we're always free (well, almost) to theorize on everything that is Touhou. I assume Reimu wouldn't mind any interaction between either youkai branch, with or without noninterference agreement (heck, she even has a "pet loli oni" running around her place) - until Utsuho went ⑥ & threatened to damage the delicate balance between both branches beyond repair. That's where Reimu comes in, Marisa in tow, to fix the mess. Adhering to the contract is already unnecessary, for as Double Spoiler recently proved, youkai (in this case Aya & Hatate) can move freely between both realms - recalling it in SA must've been a strategic move by both branches to incriminate themselves while at the same time filter out the source of this impending power shift.

You guys are reading way too much into it. The reason it happened the way it happened was quite simply that they did whatever they wanted to please themselves. Same reason for everything in the series: Doing it for shits and giggles.
