Saene's boobs aren't that big... Kanako, Keine, Yukari ESPECIALLY Yugi and Komachi... There are a fair number of girls who would have been a better choice.
If you go strictly by canon information (and then, only if you include the TasoFro fighting games) the only ones who have any degree of cleavage at all are Aya, Sanae, Komachi, Yukari, Sakuya, and - to a suprisingly lesser extent - Meiling. Everyone else is flat as drywall.
Giving pretty much anyone in Gensoukyou tits is diverging from canon measurements. There isn't much room for "better choice".

While i havent heard of anything on Kiene by ZUN, ZUN himself has given us hints on whose got the big ones and small ones. He said Yuugi was at a "Yuyuko Level" and he clearly stated that Yuyuko had big breast. You can infer from that statement that Yuugi and Yuyuko probably have the biggest breast in canon.
I'm somewhat inclined to follow alphes' judgment on this one (post #612361) since his art is superior, the fighting games are canon, and ZUNart isn't that consistent.*
The thing about Yuugi and Yuyuko being canonically that bust is new to me, though. Of course, I always thought of Yuugi as having a large chest, but ZUN's art in SA seemed to contradict that. To be perfectly honest, I'm surprised ZUN admitted some of his characters actually do have more than flatness to bring to the table.
I never wanted to imply that "Sanae has boobs" wasn't canon (note that she was on my list!); I just used a bit of hyperbole.

As far as canon art goes, I will even take Alphe's art with a grain of salt. Its no secret that ZUN's art is 1 dimensional but as far as Alphe's art goes, I think his partcular art style just doesnt let him give big breast to anyone.
I can understand you being surprised, but ZUN does give us some actual info every once in a while.

Though I'd wonder what his statements are for Eirin? I can't remember SSiB all THAT well, but didn't she have a bust as well?

Yeah most of the cast seemed flat, even characters that had something up there (Reisen, Yukari) and Komachi of all people got slight bust. I do think Alphe's style is more flat than curvy. So in a way it's hard to tell offical figure stances on that. But goddamn does he do a rather seductive Suika.
