I wish Team Rocket was like this in the anime.

so whats the deal with them in the manga? why are they part of team rocket? are tey bad guys or something?

Yeah in the manga half of the gym leaders are part of team Rocket. The rest are former members or good guys. Its actually kinda cool. :)
