I would say Oswald from KOF XI (I think it was XI) because both of them use cards. Not to mention that Oswald also has a super that's similar to Sakuya's IaMP and SWR super (I forget what it's called, but she does a lot of slashes)

Since this comic follows the seasons in "real time", I'd guess that, since this comic is not in the same direct storyarc as the little one-shot about gym clothes, it's easily possible it's after school or a weekend. (Or Sakuya just really wanted to see Meiling lose, so she smuggled Patchu out of class for the 10 seconds it would take Patchy to decimate Meiling.)
... Still, I'm kind of dissapointed that my guess that it would be Kaguya was wrong.

Probably, but is not Akuma, that's for sure (Remember, Akuma is originally Gouki in Japan, and probably most part of Asia), still, she can do a Shun Goku Satsu...
