"The Hermit" could be Yuuka, "Justice" could be Momiji? I dunno... "The Emperor" could be Kanako
I have no idea for "The Tower"
The rest of the cards here get my okay. I dunno about "The Lovers" though...
Definitely Suika for the Strenght, Alice for the Hanged Man, and I actually think Yuyuko fits Death better then Komachi. (What with not only being dead, but also having the power to induce it.)
How is Momiji suitable as justice? Some of these are spot on, some need swapping and some are just wrong. Wheel of Fortune puzzled me a bit then I remembered Komachi uses coins in her danmaku, meaning Marisa is fine as the Star too. So Komachi under fortune and Yuyuko for death.
It's really debatable about the high priestess part, should that be Reimu? Then if so, who goes in justice? I think either Reimu or Shikieiki might have to make double appearances.
I LOLed at the lovers. Aya is the emperor because Mannosuke wasn't available. I nominate Kanako for empress!

Shikieiki fits "Judgment" better, since she deals with souls bound for the afterlife. Reimu fits "Justice" better since she acts as Gensokyo's one-girl peacekeeper, & her spellcard system lets anyone settle feuds on a non-lethal, both-sides-on-equal-footing (well, almost) way.
"The Fool" should be Yukari, (Or maybe "The Priestess" fits her better?) "The Magician" should be Reimu, "The Empress" should probably be someone else, but I don't think anyone really fits with the card, "The Emperor" should be Kanako, "The Lovers" is good, but I think the card suits Eirin and Kaguya as well, "The Chariot" should be Alice, "Strength" should be Ran, "The Wheel of Fortune" should be Tewi, "Justice" should be Shikieiki, "The Hanged Man" should be Sanae, "Death" should be Utsuho or Rin, "The Devil" should be Rinnosuke, "The Star" should be Mokou, "The Moon" should be Koishi, "The Sun" should be Keine, "Judgement" should be Yuyuko, and "The World" should be Yuuka.
And before you guys say anything, I went with the meanings of each card rather then just the name.
I have done some thinking regarding tarot+Touhou before, as I am very interested in symbolism. Some of the cards in this image work out pretty well such as
Suwako as The Hierophant Kaguya as The Moon Marisa as The Star Sanae as The High Priestess Eiki as Judgement Patchouli as The Hermit Cirno as The Fool
But some others feel like random or "too obvious choices"... Remilia as the Devil, for example. I'd like to give this a try. I'll not only go by the name or on the meaning, but on both as a combination. I also like trying to fit the characters in so that they work well as a combination. I'm not gonna do them all, because frankly I am not sure of them all.
The Magician is either Alice or Eirin. I'm leaning towards Alice. Keywords: Manipulation, Movement, Precision
The Lovers should be Maribel and Renko. Because they are always together, and they seem to act as each other's opposites, complimenting each other.
The Chariot is Kanako. I think this is one of the most obvious ones. She goes well with Suwako as the Hierophant. Keywords: Conquest, Honor, Command, Pride
The Emperor and The Empress, I am not sure of, but I think that Reimu and Yukari would do, well respectively. My reasoning for this is because they are "the human and the youkai of the Great Border", and the Great Border makes "the Kingdom", in this case, Gensoukyou.
The Devil would be Tenshi. Ironically. Keywords: Ignorance, Egoism, Obsession
Wheel Of Fortune is Remilia. Due to the "fate manipulation", she is like a wheel of fortune, deciding the fate of others.
The Tower, is Flandre. Keywords; Chaos, Ruin
The Sun, is Mokou, opposing the Moon, Kaguya. Together they are day and night, fighting for dominance for all eternity.
The rest I am having a hard time pin-pointing to a single character. Both Keine and Yuyuko would make a pretty good "Temperance", Byakuren would make a pretty good "Strenght", and I can imagine Youmu as "The Hanged Man". And "Death" might as well be Komachi.

Regardless of Sun/Moon symbolism, Mokou really doesn't fit what the Sun typically stands for. The Sun is normally associated with happiness and good fortune, which Mokou is not.
