What's the point of that cowl? Is it for corner ambushing?
It houses the rifle's internal computer and integrated display which outputs how much ammo is left in the magazine as well as a compass. HUDs with targeting assistance are standard issue in Halo so the lack of traditional iron sights isn't an issue.
