If neither Flan nor Sanae is up on their feet by the count of 10, the match is a draw. Considering that they are full-on friends now and the conclusive mentioning of a "closing curtain" in the title, it's safe to say that neither will be getting up by then.
This does not, however, necessarily mean a draw. Meiling & Suwako are not the legal women and cannot pin for themselves, that is for sure. However, one of them could drag their partner's body over on top of the other's (and lay the latter on their back, if nessecary). This would result in a legal pinfall, which takes precidence over the double-down count!
This happens a surprising amount of times in wrestling, usually from a Heel person who hates to lose. This would fit Suwako perfectly! She was punished for her Heel actions only a few strips back, but we don't know for sure if she's learned her lesson yet.
I wouldn't put it past Orenji to do such a thing so the apparent main villain may advance in the tournament. After all, in a fictitious tournament with a definite villain involved, said villain almost always goes to the Finals for the sake of drama!

In this situation I don't see it, Sanae would stop it somehow.
You know, reading this page as a manga as one that revolves around wrestling, I'd say that the second panel looked really, realllly wrong..
