I think Orobashi was more of a snake than a dragon.

Apep is modeled like an Eastern Dragon, from the shadow it casts. Orobaxi IS the Inazuman dragon, and a descendant of the Sovereign of Water.
After losing the battle with Celestia on which their powers upon the elements of Teyvat was taken and made into Gnosis, the Sovereign of Water 'dissolves' itself into Orobaxi, Vishaps and the Dragonoids in order to be revived. They protected the Enkanomiya people from Celestia and 'exchanged' their life with freedom for said people; by reading the 'Before Sun and Moon' they gained forbidden knowledge and broke the seal placed upon Enkanomiya by Celestia, resulting in them getting slain by Raiden. On the other hand, the Vishaps continued to evolve until they lost the lineage of Sovereign of Water and cannot channel their power, but it was propeshized that in the branch lineage of the Dragonoid, to be exact in those who has evolved to imitate human form, Sovereign of Water will reincarnate.
