It should be obvious by now that the programmers at Tasofro WERE thinking of Kenshiro when they programmed Reimu (also, just look at her white alternate costume, which smacks of Toki, himself a Hokuto Shinken practitioner like his "brothers" Kenshiro, Jagi and Raoh). Also, Souther... er, Utsuho. Besides, who know how many other techniques Reimu knows? Sure she may seem above average for a fighter, but she has a potential that can make her a walking WMD.

Oh, I know. Actually, it goes as far back as Imperishable Night, if not farther. Fantasy Heaven's original Japanese name is pronounced the same way as Kenshirou/Raou's Musou Tensei, just written with different kanji. And considering it renders the user unable to be affected by physical things, yet still able to attack... yeah.
SWR/12.3 did crank it up another notch or two, though, especially with Utsuhouther.
